Odessa Police Identify Mother in 1996 Infant Homicide Cold Case
The nearly 30-year-old cold case of a newborn male infant, known as Baby Boy Doe, who was found murdered in a dumpster in Odessa, Texas, in 1996, has seen new developments through forensic genetic genealogy. The Odessa Police Department identified the infant's biological mother as Rosamara Biscaino Arzate, who died by suicide in 2019 before the investigation could be completed. Despite the identification, Arzate remains the primary suspect, and the case continues as an active homicide investigation. The infant was a full-term, healthy newborn at birth, and DNA evidence obtained from exhumed remains in 2005 was eventually used for genetic genealogy testing in 2020, leading to the breakthrough. The OPD Cold Case Unit continues to seek information from the public and investigates other persons of interest related to the case. Authorities have notified the surviving next of kin, and the remains were turned over to the Ector County Medical Examiner's Office.
