Two Men Arrested for 2023 Fatal Green Bay Shooting

Two Green Bay men, aged 40 and 41, were arrested in connection with the fatal shooting of 30-year-old Carlos Otero-Aviles that occurred on November 3, 2023. The shooting took place in the parking lot of an apartment complex on the 1700 block of Western Avenue while Otero-Aviles was attending a party. Both suspects were taken into custody on July 28, 2025, and are currently held at the Brown County Jail, with charges yet to be announced.
