Ukraine Disables Koltsevoy Pipeline Near Moscow

News summary

Ukraine’s military intelligence (HUR/DIU) said on Oct. 31 it struck and disabled three lines of the Koltsevoy (Ring) petroleum-products pipeline in the Ramensky district of Moscow Oblast, putting a key supply route used by the Russian military out of service. The 400‑kilometre pipeline carries gasoline, diesel and jet fuel from refineries in Ryazan, Nizhny Novgorod and Moscow and was capable of transporting about 3 million tonnes of jet fuel, 2.8 million tonnes of diesel and 1.6 million tonnes of petrol annually. HUR chief Kyrylo Budanov called the operation a "serious blow" to Russian military logistics and said such strikes have inflicted greater damage than sanctions. Kyiv said the attack was part of a broader campaign of drone and sabotage missions meant to "bring the war home" to ordinary Russians while seeking to avoid civilian casualties. Russia reported extensive air‑defence responses and interceptions around the strike, even as Moscow’s drone and missile attacks on Ukraine’s energy network continued, causing fires, outages and civilian casualties.
