Most Areas Favorable; Houston, New England Face Storms

Most areas should see acceptable Halloween conditions, but several regions will see active weather. A minor disturbance will bring afternoon and evening showers and a chance of isolated thunderstorms to the Houston/Gulf Coast, with a low (about 1-in-5) severe risk for isolated large hail and gusty winds, so trick-or-treaters there should be prepared. New England had heavy overnight rain and strong winds that canceled a planned drone show and prompted a wind advisory with gusts near 50 mph, though conditions are expected to ease through the weekend. The Midwest and Upper Midwest (including Milwaukee and Chicago) will be cool and breezy with scattered showers around trick-or-treating, a cloudy/drizzly Saturday, a cooler Sunday with lows near the low 40s and a potential frosty Monday before temperatures rebound late next week. Western Washington faces another round of heavy morning rain with Flood Watches in effect. Internationally, remnants of Cyclone Montha are expected to bring isolated light rain to parts of Maharashtra, Bangkok faces a high chance of weekend rain, and Calgary sees increased precipitation into the weekend.
