Minnesota Man Charged Threatening Federal Judge With Manifesto
Robert Phillip Ivers, a 72-year-old Minnesota man previously convicted in 2019 for threatening to kill a federal judge, has been federally charged again for similar threats after printing copies of a 236-page manifesto titled "How to Kill a Federal Judge" at a public library. The manifesto, described by prosecutors as a violent guide intended to teach extremists how to plan and carry out attacks on judges, their families, politicians, and others, included disturbing content such as threats to kill children and images of guns. Ivers also distributed a three-page flyer advertising the manifesto and exhibited concerning behavior at a church, where he attended multiple services and announced plans to attend upcoming events involving families and state legislators. Law enforcement discovered multiple copies of the manifesto, lists naming a federal judge from Ivers' prior trial, and threatening materials in his vehicle, including a photo of the former Pope with crosshairs. The case has heightened concerns amid recent violent incidents in Minnesota and growing threats against the judiciary, with officials emphasizing the seriousness of such threats to public safety and the justice system. Ivers admitted the manifesto was created to spread fear, and prosecutors are acting swiftly to protect the community from further violence.
