National Guard, Police Arrest Five Amid Hundreds of Youths' Halloween Chaos in DC Navy Yard
On Halloween night in Washington, D.C., hundreds of juveniles gathered in the Navy Yard area near the Metro Station, initially peaceful but later engaging in fights and disrupting traffic.
