Nigeria Implements $31.50 Aviation Security Levy Raising Annual NCAA Revenue to $46 Million
Nigeria is set to introduce a new $11.5 Advance Passenger Information System (APIS) levy on all international flight tickets starting December 1, 2025, increasing the total aviation security charge to $31.50 per ticket. The APIS system aims to improve border control, streamline immigration processes, and align Nigeria with international aviation safety standards. While the NCAA highlights the long-term benefits in security and operational efficiency, the levy has drawn criticism from travelers, airlines, and organizations like IATA for increasing the cost of air travel in Nigeria, already considered one of Africa's most expensive aviation markets. Exemptions from the levy include infants, diplomats, airline crew, transit passengers, and involuntarily rerouted travelers, potentially alleviating the burden for about 10% of passengers. Despite opposition and concerns over "multiple taxation," the Nigerian government insists the APIS charge is necessary for modernizing the country's aviation infrastructure and improving passenger management.
