Ukraine Faces Energy Infrastructure Vulnerability Amid Ongoing Russian Attacks

Ukraine currently has no energy facilities equipped with the planned three-level protection system, a concept that was quickly abandoned due to its prohibitive cost, as explained by Oleksandr Kharchenko, director of the Center for Energy Research. Some facilities do have second-level protection, which helps mitigate damage from direct drone strikes amid intensified Russian attacks in 2025 that have caused power outages in regions including Sumy, Nizhyn, Chornomorsk, Kherson, and Kharkiv. Despite these attacks, Ukraine is over 70% prepared for winter, with substantial fuel reserves and 189 energy installations operational to provide heat and electricity. President Volodymyr Zelensky has emphasized Ukraine's commitment to responding to Russian strikes and maintaining the stability of critical energy infrastructure, highlighting ongoing efforts to enhance protection and modernize the energy system with support from international partners.
