Hotel Tycoon Proposes Rival £25bn Heathrow Third Runway Avoiding M25 Diversion

Hotel tycoon Surinder Arora and his Arora Group have unveiled a rival expansion plan for Heathrow Airport that includes a shorter 2,800-meter third runway and a new terminal, aiming to avoid the costly and disruptive diversion of the M25 motorway required by the airport's own 3,500-meter runway plan. Developed in partnership with US engineering firm Bechtel, the proposal is estimated to cost under £25 billion and targets full operation by 2035, with the terminal opening in phases by 2036 and 2040. Arora's plan would increase Heathrow's flight capacity by about 270,000 more flights annually compared to current levels, with a potential passenger capacity increase of 40 million, while focusing on cost certainty, faster delivery, and environmental sustainability. This alternative was submitted following the government's openness to outside proposals, marking a shift from the previous exclusivity of Heathrow's owners. The Arora Group emphasizes collaboration with airlines, communities, and government, promising reduced construction risks and better value, while addressing concerns about economic growth and passenger fees. The proposal also includes environmental measures such as green buffers, river restoration, and enhanced active travel links.
