Fake Admiral's Bogus Global Rescue Scheme Defrauds Multiple Nations Before Collapse
Peter Cowell, a man who falsely presented himself as an admiral, orchestrated a fraudulent international sea and air rescue initiative called IntSAR, which sought substantial annual donations from partner nations but ultimately collapsed. Despite never serving in the navy, Cowell donned admiral's whites and claimed to have raised $800 million from 30 nations, deceiving volunteers and supporters worldwide, including American academic Lisa McConnell and others who remain unpaid for their work or loans. In 2022, he met with Fiji’s then-opposition leader Sitiveni Rabuka to pitch his maritime aid fleet, but failed to appear at a scheduled follow-up meeting after Rabuka became prime minister. After disappearing in mid-2024 following a video from Bangkok, Cowell was tracked down to a suburb in Perth, where he denied his admiral status and declined to address his debts, highlighting his pattern of deception and evasion. This case exemplifies a complex fraud involving fabricated credentials, large-scale financial solicitation, and manipulation of political figures, leaving multiple victims internationally. The story underscores the dangers of credulity and the elaborate nature of such cons, reminiscent of historical art forgery scandals.
